Comment on the Design Code for the Redundant Depot Land
1. This is an Outline Planning Application and there are illustrative layout plans and elevations on the drawings. The final details for house designs are submitted for approval after the outline application has been approved.
2. The Redundant Depot land is opposite part of the Conservation Area and in its setting on the east side of Harlow Moor Road. There adequate information is given to ensure that the application will not cause any adverse effects to the Conservation Area. The change from business use to "brownfield" land to a residential housing site is detailed in the Design Code that KeyLand has presented. It will make a positive contribution to this area.
3. The Design Code shows that KeyLand understand the local context and this is reflected in their designs and aspirations for the area. Their design approach has been influenced by the "arts and crafts style" similar to the principals used at New Earswick, York, which was developed in 1901, easily merging the town with the countryside. We support this concept.
4. The existing trees around part of the land are to be retained. More trees will be planted so that the houses are well screened. This will provide privacy for the residents and will enhance the appearance of the neighbourhood.
5. The Design Code ensures that the houses are well laid out. Efficient use of the land is made but without crowding. Minimum distances between houses and the lengths of garden are specified. We are very pleased that all the family homes will have their own private gardens.
6. The Design Code ensures the buildings will be of attractive design, sympathetic to the character of the area. Careful choice of building materials at Reserved Matters stage, when. detailed approval is given, will ensure that the houses blend with the properties on Harlow Moor Road and Harlow Moor Drive.
7. The proposed layout together with the Design Code, aims to create a landscape dominated development, exemplified by the "garden cities" movement. We support this.
