Why there is ONE KeyLand Application and not two
Benefits to Harrogate Borough Council
KeyLand has given a written undertaking that the development of the Depot part will be built first.
The Affordable Housing percentage can be varied and they can be built off site. 50% of the total of 86 houses to be built means that 43 should be affordable homes. The Depot part, where there are no planning policy restrictions, will give rise to 25 of the Affordable homes. This represents 50% of the total number of the 51 housing units on the Depot part. The balance of the 43 affordable homes not yet accounted for is 18. This represents 50% of the 35 homes on the Reservoir part of the application. These will require to be accommodated off site. They will be fully paid for by a commuted sum. This arrangement is possible when valid exceptional conditions exist as they do here and these are part of current planning policies. Government planning advice gives consent to allow off site commuted sums in lieu of actual housing on site. Harrogate Borough Council must set out their demands on the where and how many affordable houses are to be built here so that everything is placed before the planning committee and the public at the time when this application is decided.
